Confederation of Rightholders’ Societies of Europe and Asia participated in WIPO Seminar in Bishkek

On April 29-30, the State Service of Intellectual Property and Innovation under the Government of the Kyrgyz Republic (Kyrgyzpatent) hosted a delegation of international experts, who gathered on the occasion of the seminar of the World Intellectual Property Organization (WIPO). The event was devoted to the discussion of the Beijing Treaty, as well as to the exchange of experience in the activities of copyright societies and international organisations in the field of intellectual property management.

The Beijing Treaty on Audiovisual Performances was adopted by the WIPO Diplomatic Conference in Beijing in 2012.

The Treaty provides for a number of property and non-property rights of actors in relation to audiovisual works, including the right to receive royalties for any use of performance. The Beijing Treaty will enter into force upon accession by 30 countries. 26 countries, including the Russian Federation, have acceded to the Treaty.

Dominick Luquer, the General Secretary of the International Federation of Actors (FIA) commented on the prospects for the development of the Treaty: “Today the FIA supports professional organisations of actors with the aim of early accession of new member countries to the Treaty. Creative unions, guilds, and performers’ organisations should make every effort to implement the most important provisions of the Beijing Treaty at the national level and to eliminate the current inequality between music performers and film actors”.

In turn, Erik Valdes-Martines, Head of the International Department of the Confederation of Rightholders’ Societies of Europe and Asia (CRSEA), noted that the existing infrastructure, which has been built by intellectual property rights management organisations in Russia, is one of the most stable and effectively functioning rightholders support systems in the post-Soviet space. “CRSEA promotes at the international level the development of the most important initiatives aimed at the protection of creators’ rights in all spheres of creative economy sectors of the Confederation member countries”, said Erik Valdez-Martines.
