IPChain Association agreed on strategic partnership with Kyrgyz Republic in the field of intellectual property
At the beginning of 2018, Andrey Krichevskiy, President of IPChain Association, Secretary General of the Confederation of Rightholders’ Societies of Europe and Asia (CRSEA) and General Director of Melodiya, paid an official two-day visit to the Kyrgyz Republic.
One of the key events of the visit was the meeting of Andrey Krichevskiy with Sapar Isakov, the Prime Minister of Kyrgyzstan.
During the meeting Andrey Krichevskiy told about the strategic partnership between CRSEA and the State Service of Intellectual Property and Innovation under the Government of the Kyrgyz Republic, the plans to replicate the best Russian practices of automation of the processes of collection, distribution and payment of remuneration to rightholders and, as a consequence, the creation of a single IT-infrastructure, as well as the prospects of joint development of the innovative project of IPChain – a networked “trust infrastructure” for intellectual property developed by leading Russian experts.
Sapar Isakov, the Prime Minister of Kyrgyzstan praised the strategic partnership and the prospects of integration of the Kyrgyzstan national intellectual property sector into the global digital economy through IPChain. In turn, the Prime Minister spoke about the high-tech nationwide digital transformation program of the Kyrgyz Republic “Taza Koom”, which is designed to help building an open and transparent state, improving the quality of life of citizens, as well as improving the business conditions in Kyrgyzstan. “Taza Koom is a key component of the 2040 Sustainable Country Development Strategy based on human capital and innovations in harmony with the environment.
Andrey Krichevskiy also met with Dosala Esenaliyev, Chairman of Kyrgyzpatent (State Service of Intellectual Property and Innovation under the Government of the Kyrgyz Republic).
The meeting participants reached a number of important agreements on cooperation within the framework of the Confederation of Rightholders’ Societies of Europe and Asia (CRSEA), of which Kyrgyzpatent is a member, on the development and implementation of common standards and principles of transparency and accountability in the activities of the societies to the rightholders, including the control and audit of the activities of organizations – members of the Confederation, verification and publication of their reports, formation of strategies for possible innovative development of the societies and increase in the efficiency of their activities in the territory of the EurAsEC countries.
Thus, the parties reached an agreement on the introduction by Kyrgyzpatent of innovative software developed by the Russian Organization for Intellectual Property for the automated management of the collection, distribution and payment of remuneration.
The IT infrastructure will include the following components: rightholders’ rights management system, remuneration distribution and payment system, personal accounts of the rightholders, fee collection management system, administration, as well as FONMIX B2B player for background broadcasting.
In the future, it is planned to introduce a single IT-infrastructure, a large-scale software development “Hypergraph”, in all organizations for the collective management of copyright and neighbouring rights, which are members of CRSEA. Hypergraph is designed to be the technological foundation of the Confederation.
The parties also discussed the issue of participation of the Kyrgyz Republic in the implementation of the innovative project of IPChain, a networked “trust infrastructure” for intellectual property (IP), aimed at increasing the economic efficiency of IP and promoting its formation as one of the key institutions of the digital economy in the foreseeable future.
One of the most important outcomes of the meeting was an agreement on the participation of IPCHAIN experts in the digitization of patent databases and archives of Kyrgyzpatent. The digitization will be based on the standards and algorithms developed by IPChain Association. The results of digitization will be further processed with the use of artificial intelligence for the organization of patent search and creation of technology assembly service.
At the end of his official visit, Andrey Krichevskiy met with Maksatomazhy Toktomushev, the Supreme Mufti of Kyrgyzstan, and presented a unique musical publication prepared and published by Melodiya.
The first memorable disc contains the Kyrgyz folk epic “Manas” performed by the outstanding manaschi Sayakbay Karalayev. The record was made in 1941, at the very beginning of the Great Patriotic War. According to philologist Askar Medetov, it was called to inspire the soldiers at the front, to raise the morale and patriotism of the peoples of the USSR. “Defending the homeland and its people from invaders and patriotism are the main ideas of the Manas epic,” said Askar Medetov. The legendary records stored for many years in the archives of Melodiya were carefully restored by specialists, and the voice of the legendary storyteller Sayakbay Karalayev sounded again to the audience. The second disc of the edition includes sermons of the supreme mufti.
Andrey Krichevskiy noted that it was no coincidence that the national epic and sermons with the interpretation of Islam were combined in one edition. They are an organic complement to each other, a symbol of the true spirit of the Kyrgyz people. “Manas national epic shapes the understanding of the Kyrgyz national identity, which makes this nation unique. The second disc with the record of the sermons of the Supreme Mufti of Kyrgyzstan reveals the spiritual image of the nation. The Kyrgyz are a nation that understands Islam with great subtlety and sensitivity. When we conceived the publication, we sought to create a reliable and at the same time accessible source for all Kyrgyz, including those living in Russia today, to help them adapt to the Russian society and maintain contact with their homeland.”
As Maksat Toktomushev stressed, “it is said in the sermons about education, morality, prevention of radicalization, counteraction to terrorism and extremism.” He also said: “We are talking about love for the Almighty, so that everyone understands their purpose in this life. When we discussed the future record, we were guided by our fellow citizens living in Russia.”
The unique edition was published in 2000 copies, which were handed over to the Spiritual Administration of Muslims of Kyrgyzstan for further popularization and wide distribution of the spiritual heritage of the Kyrgyz people and as a symbol of strong ties between Russia and the Kyrgyz Republic.
During the two-day official visit of Andrey Krichevskiy, President of IPChain Association, Secretary General of the Confederation of Rightholders’ Societies of Europe and Asia (CRSEA) and General Director of Melodiya, to the Kyrgyz Republic a number of significant agreements on strategic multi-disciplinary partnership in the field of intellectual property between the two countries were reached, thus marking the beginning of a new stage in the specialized interstate relations between Russia and the Kyrgyz Republic.
