Russian expert bought the idea of IP codification in the Republic of Belarus

Management of the National Centre of Intellectual Property (NCIP) of the Republic of Belarus and the National Centre of Legislation and Legal Research of the Republic of Belarus organized panel discussing on the topic connected with the perspectives of codification of the IP sphere in the legislation of the Republic of Belarus. NCIP is a member of the Confederation of Rightholders’ Societies of Europe and Asia (CRSEA).

Experts from Russia and the Republic of Belarus, representatives of Belorussian government authorities, non-governmental organizations and scientists-lawyers took part in the meeting.

One of the members from the Russian Federation was Academic director of the Scientific-educational center on the intellectual property and digital economy Ivan Bliznetc. He is an expert in IP sphere. In the capacity of WIPO expert he took part in the meeting connected with the creation of IP legislation. On his opinion, discussion confirmed that codification was a very important decision in the development process of the Code of intellectual property.

«Republic of Belarus is rich in its scientific progress, technological inventions that can become competitive position of Belarusian colleagues. In this case it`s very important that all components of IP sphere must be regulated by the Code of intellectual property» Ivan Bliznetc added.

Another important result of this discussion is practically non-confrontation about the codification. Certainly, some participants, for example, representatives of procuracy and justice authorities of the Republic of Belarus, voiced doubts about codification reasonability.

Colleagues form Belarusian state university took care about the creation of the Code of intellectual property while the representatives from Polotsk State University who work in IP sphere strongly support the idea connected with the codificated regulation. In spite of doubts there weren`t negation of the Code, combative debate. All experts are alive to the importance of IP development, the reason of their distrust deals with misunderstanding of regulatory enforcement of the Code in reality. Therefore, release of weak and strong aspects of the Code of intellectual property could clear up all doubts.

Summering results of the panel discussion, expert form the Russian Federation paid attention on Belarusian law base as a ripe area for the creation of the Code of intellectual property.

There are about 11 codes in the Republic of Belarus, including codificated law of one of the most important economic sphere – banking. In 2000 the Republic of Belarus accepted Bank Code that 20 years ago was the innovation for the whole international field of law.

Expertise in the sphere of codification as a perfection of legislation that also needs the highest qualification of its authors gives the reason to believe that creation of the Code of intellectual property can make the Republic of Belarus an example of effective work in the sphere of codification.
