CRSEA took part in the major conference in the sphere of intellectual property development Distant&Digital
The Confederation of Rightholders’ Societies of Europe and Asia (CRSEA) was the strategic informational partner of the international and unique on the whole Eurasian space online-conference in the sphere of intellectual property development Distant&Digital (October, 8-9). This event combined two conferences – IP Academy and Legal Tech Black.Edition that let participants analyze the sphere from a new perspective.
One of the main factors of Distant&Digital is a focus on practice-oriented topics. During business sessions and master-classes more than 200 experts discussed with their colleges about 100 cases, passed on the ideas how they solve difficult situations in IO and Legal Tech spheres and tried to find solution on actual challenges of modernity.
During the first day of the conference was organized the session «Registration vs. deposition, “win-win” or “lose-lose”» that was moderated by Deputy Secretary General of the Confederation of Rightholders’ Societies of Europe and Asia (CRSEA), compliance Vice-president of the IPChain Association Irina Yakovleva.
Irina Yakovleva said that synchronization of information from government and non-government catalogues including objects of the intellectual property was very important. This synergy allows to complete all information and create new instruments to protect copyrights. «Government agencies in different countries have their own catalogues in the sphere of intellectual property, collect information about authors and rightholders but all these methods don’t give them a chance to control the circulation of some objects after the registration of rights on them. For example, it’s practically impossible to control the usage of different computer programmes. The reason is that information about business transactions don’t fixed in governmental catalogues. As a result users cannot obtain general information about the object that is pregnant with the legal disputes.» she noticed.
The usage of two catalogues – government and non-government bring into reality the chance to see life cycle of intellectual property objects. Dinara Moldosheva, Chairperson of the State Intellectual Property and Innovations Office of the Government of the Kyrgyz Republic (Kyrgyzpatent) was roughly on the same page. She marked that the realization of this task depends on the upgrade of the legal framework.
Chairperson said that the «Kyrgyzpatent» has 16 catalogues that includes both traditional objects of the intellectual property (innovations, trademarks) and computer programs, database systems. «In the Kyrgyz Republic we use classical methods of the copyright objects registration. Also we give all rightholders such services as registration, depositing and reproduction of intellectual property objects. Blockchain allows us to see the whole life of the object from its birth. Intellectual property market must be developed up to date. At the same time all intellectual products must be commercialized in order to contribute to the economy of the country and create new workplaces. We believe that it will be the trend for the near future,» Dinara Moldosheva said.
Vice-manager of the National institute of the intellectual property of the Ministry of Justice of the Republic of Kazakhstan («Kazpatent») Makpal Shugaipova said that «Kazpatent» received 90% patent applications in the sphere of intellectual property online. Also institute digitized paper library, so nowadays governmental catalogues includes more than 119 000 objects.
As a resume portfolio manager of IT-projects of the IPChain Association Valeria Brusnikina said that creation of the united international ecosystem in the sphere of the intellectual property could allow everybody to ensure security of the digital cross-border transactions. «In 2019 Federal Service for Intellectual Property (Rospatent) registered more than 20 000 computer programs, database systems and topologies of integrated microcircuits. «Kyrgyzpatent» catalogues include about 4000 copyright objects. On my mind government and non-government catalogues must not be opposite to each other. IPChain ecosystem is the example of collaboration. Rospatent и Court for Intellectual Property Rights became IPChain net nodes. Therefore sensitive information may be keep on corporate blockchain.»
All experts agreed that inspite of different legislative and technological management methods in the sphere of the intellectual property government and non-government catalogues can become unite centralized system that may be stand guard of copyright protection.
