Russian IPChain Association will digitize Kyrgyz Patent Office
According to Andrey Krichevskiy, the president of the association, intellectual property is a tool that can be used to attract investments.
Russian IPChain Association will digitize the patent archives and create a database based on blockchain technology for Kyrgyzpatent, the state patent office of Kyrgyzstan. The relevant agreement was signed between the Association and representatives of the Kyrgyz office at IPQuorum held in Kaliningrad region, as Andrey Krichevskiy, the President of IPChain Association, told TASS on Thursday.
“We signed an agreement with Kyrgyzpatent, which is very important for us. We will build a pilot project on their basis, we can say that this will be the construction of an ideal patent office. We will try to apply the most modern technologies, digitization of patent archives, construction of database architecture,” Krichevskiy said.
He added that the association’s technologies will be used for the first time outside Russia. “This is an interesting international experience, it will be, as it is now called, a “sandbox” for working out ideas. But not a small sandbox and with a great prospects,” said the source of the agency.
At the same time, Krichevskiy said that during the forum the agreements between IPChain and the Association of Web Publishers, as well as between the Russian Musical Union and the German Music Council were signed. “This is also a significant event, because with the collapse of the union of composers, which existed in the Soviet era, many international relations have broken down, but in Germany it all remains. Therefore, there is the experience that we can learn from, including in the field of copyright,” he said.
Krichevskiy also said that two or three days after the forum the association will also sign an agreement with Immanuel Kant Baltic Federal University (BFU), which is located in Kaliningrad. “The agreement with BFU means their accession to IPChain, and they will become our operator,” said the source of the agency.
“National Intellectual Property Transactions Coordination Center” Association (IPChain) is a non-profit corporate organization established at the initiative of Skolkovo Foundation and the Russian Organization for Intellectual Property. The Association is engaged in the development of standards and technologies for the interaction between intellectual property owners based on blockchain.

According to Krichevskiy, the main result of the forum can be considered the fact that the participants of the creative industries market, i.e. design, music, video, cinema, television and many others, as well as the scientists in Russia are now beginning to realize that intellectual property is a tool that can be used to attract investments.
“It also became clear that there are certain problems in education: these are not that there are no specialists trained in the field of intellectual property, but that the course taught to lawyers and economists in universities is not adapted to reality,” said the source of the agency.
He added that now Russia “just prepares patent attorneys”. “The course of intellectual property should be rewritten, we now face the new market reality, the digital economy,” he said.
